California Accident & Health Agent exam — Group Health Insurance.

Group health basics (master policy and certificates, eligibility, contributions, coordination of benefits) and federal COBRA for employers with 20 or more employees are covered in the national guide. California adds Cal-COBRA for small employers, along with rules on replacement carriers, domestic partners, and 24-hour coverage.

Cal-COBRA (CIC 10128.50 and following)

Rule California requirement
Employers covered 2 to 19 employees (not subject to federal COBRA)
Plans covered Medical plans, plus group dental-only and vision-only plans
Underwriting Offered on a qualifying event without evidence of insurability
Maximum length Up to 36 months
Premium Up to 110% of the group rate

Other group rules

  • Eligible groups. Group disability insurance is written under a master policy issued to an eligible group, such as an employer covering all employees or classes of employees (CIC 10270.5).
  • Replacing a carrier. A carrier that replaces discontinued group medical coverage within 60 days must immediately cover those insured under the prior policy who meet its eligibility rules (CIC 10128.3).
  • Domestic partners. Group health policies cover a registered domestic partner to the same extent as a spouse (CIC 10121.7).
  • 24-hour coverage. This is the joint issuance of workers' compensation with nonoccupational health or disability coverage (CIC 1749.02). An A&H agent must complete an approved workers' compensation and employer liability course before selling it (CIC 1749.33(d)).
  • Discontinued group life. When a group policy with a life benefit is discontinued, employees who are totally disabled at the time get a reasonable extension of the life benefit (CIC 10128.2).

Common exam traps

  • Cal-COBRA covers 2 to 19 employees, lasts up to 36 months, and costs up to 110% of the group rate.
  • Cal-COBRA includes dental-only and vision-only group plans.
  • Federal COBRA starts at 20 employees.
