California Personal Lines Broker-Agent exam — Other Personal Lines.

The national Other Personal Lines guide covers umbrellas, watercraft, recreational vehicles, flood, and personal inland marine. California's Personal Lines exam adds pet insurance (added to the outlines effective 2026) and the state's residual property market and wildfire rules.

Pet insurance (CIC 12880 to 12880.6)

  • Policies must disclose whether they exclude preexisting conditions, hereditary disorders, congenital anomalies, or chronic conditions (CIC 12880.2(a)).
  • The required disclosures are summarized in a separate document titled "Insurer Disclosure of Important Policy Provisions." It is posted on the insurer's website and delivered with a new policy in at least 12-point type (12880.2(f)).
  • A free look of at least 30 days applies, unless a claim has been paid or approved (12880.2(h)).
  • Penalties are up to $5,000 per violation, or $10,000 if willful (12880.3).

Personal lines license scope

The personal lines broker-agent license covers private passenger auto, residential property (including earthquake and flood), personal watercraft, personal inland marine, and personal umbrella coverage over underlying personal policies. It does not cover workers' compensation or commercial lines (CIC 1625.5).

Property residual market and wildfire

  • The California FAIR Plan provides basic property insurance (fire, extended coverage, and vandalism), often paired with a difference-in-conditions policy (CIC 10091).
  • Residential earthquake coverage must be offered, and the California Earthquake Authority writes it through participating insurers.
  • Defensible space in state responsibility areas: 100 feet, with more intense fuel reduction within 30 feet and an ember-resistant zone within 5 feet (Pub. Res. Code 4291).
  • Insurers must give rating credit for wildfire mitigation (10 CCR 2644.9).

Common exam traps

  • The pet insurance free look is 30 days, unless a claim has been paid.
  • The pet disclosure document has a required title and 12-point type.
  • A personal lines licensee can sell a personal umbrella, but not workers' compensation.
