Mississippi Property exam — Other Property Insurance.

The national guide covers other property coverages: flood, inland marine and residual markets. Mississippi's exam focuses on its two residual property markets: the Mississippi Windstorm Underwriting Association (MWUA) and the Mississippi Residential Property Insurance Underwriting Association (MRPIUA).

Mississippi Windstorm Underwriting Association (Miss. Code 83-34)

  • Writes: "essential property insurance," meaning insurance against direct loss from windstorm and hail (83-34-1(a)).
  • Where: the coast area, which is Hancock, Harrison, Jackson, Pearl River, Stone and George counties (83-34-1(f)).
  • Insurable property: real property and requested contents at fixed locations in the coast area. That includes code-compliant mobile, modular and manufactured homes. Motor vehicles aren't included.
  • Structure:
    • The association has no members. Every insurer that writes property insurance directly is an assessable insurer (83-34-1(n), 83-34-3).
    • A recoupable assessment may be passed on to policyholders. A nonrecoupable one may not (83-34-1(p)).
    • It acts as a nonprofit, needs no certificate of authority, and doesn't participate in the Mississippi Insurance Guaranty Association (83-34-3).
  • Funding: under SB 2802 (2025), the nonadmitted policy fee goes first to the First Responders fund ($500,000), then $12 million to the MWUA (83-34-4).

Mississippi Residential Property Insurance Underwriting Association (Miss. Code 83-38)

  • A mandatory program to assure an adequate market for residential fire and extended coverage in rural and other areas (83-38-1). It succeeded the Mississippi Rural Risk Underwriting Association.
  • Rural areas are those rated fire protection Class 9 or 10 by the Mississippi State Rating Bureau (83-38-3(h)).
  • Coverage is capped at 95% of market value, excluding land (83-38-3(a)).
  • Neighborhood and environmental hazards can't be considered when deciding insurability (83-38-3(e)).
  • Wind and hail in Hancock, Harrison and Jackson counties are excluded here and written through the MWUA.
  • Every insurer writing property insurance directly is a member, as a condition of its authority (83-38-5).

Common exam traps

  • MWUA: wind and hail only, in six coastal counties. MRPIUA's coastal wind exclusion names three (Hancock, Harrison, Jackson).
  • MWUA has no members, only assessable insurers. It isn't covered by the guaranty association.
  • MRPIUA: rural means fire protection Class 9–10, and coverage is capped at 95% of market value.
