Free Group Health Insurance Study Guide
Arizona Accident & Health exam — Group Health Insurance.
Group health basics (master policy and certificates, experience rating, coordination of benefits, conversion) are in the national guide. Federal COBRA doesn't apply to employers that normally had fewer than 20 employees in the prior year (29 U.S.C. 1161(b)). Arizona fills that gap with state continuation for small employers under A.R.S. 20-2330.
Arizona small-group continuation (20-2330)
| Rule | Arizona requirement |
|---|---|
| Employers covered | Small employers averaging at least 1 but fewer than 20 eligible employees |
| Notice to enrollee | Written notice of the continuation right within 30 days after the qualifying event |
| Election | In writing within 60 days after the notice. The first premium is due within 45 days after electing |
| Cost | The full premium (employer and employee shares) plus an administrative fee of up to 5% |
| Maximum length | 18 months |
| Disability extension | A qualified person found disabled by Social Security at the qualifying event may extend 11 more months, at up to 150% of the group rate |
| Early end | Medicare or Medicaid eligibility, or other coverage |
Coordination of benefits
A.R.S. 20-1134 directs the Director to adopt COB rules for group disability policies. COB sets which plan pays first so total payments don't exceed the expense.
Group life (related rules)
- An Arizona group life policy must have a 31-day grace period (20-1259).
- Coverage on a dependent spouse or child can't exceed 100% of the employee's coverage (20-1257).
Common exam traps
- State continuation covers employers with 1 to 19 employees. COBRA covers 20 or more.
- State continuation lasts 18 months, plus 11 more for disability.
- The administrative fee is capped at 5%, rising to 150% of the rate during the disability extension.
- The election window is 60 days, and the first premium is due within 45 days after electing.
